This is covered by the Core Specification v3.0 + HS in Volume 0, Part B, Section 4. To claim compliance with v3.0, at least one new feature must be supported and for v3.0 only (no high speed support) that means that at least one of the following shall be implemented:
When mixing together partial product types you must use a compliant v3.0 Host part to claim compliance with v3.0.
